Citing Fourth Amendment violations and readily demonstrated evidence of racial discrimination, a federal judge has ordered a complete overhaul of the NYPD's stop-and-frisk policy.

Controversial stop-and-frisk policies and widespread surveillance of Muslims are the main force behind this proposed legislation. 

The NY City Council passed two bills to rein in the NYPD’s use of stop and frisk. 

The NYPD conducted only 99,788 stop-and-frisks during the first quarter of 2013, compared with 203,500 during the same period in 2012.
