Norman Speicher – S&T Program Manager, Department of Homeland Security Science and Technology Directorate
Norman Speicher is an S&T Program Manager with more than 25 years of experience in emergency communications, emergency management and public safety information technology. Prior to joining FRG, he supported a range of federal programs, including S&T’s Wireless Emergency Alerts and the Federal Emergency Management Agency’s Integrated Public Alert and Warning System. In addition, he has acted as the City of Chicago Office of Emergency Management and Communication Program Manager for Northrop Grumman, Department of the Navy Emergency Response Management System Systems Architect, London Metropolitan Police subject matter expert, and in a breadth of management, domain expert and software/systems engineering positions
